El Cajon, CA–Authorities have arrested three individuals in connection with the sale of fentanyl to homeless people, following an investigation by the El Cajon Police Department.
The incident began on April 29 when officers responded to a report of suspicious activity involving a vehicle in the 500 block of North Second Street. The reporting party informed police that several homeless individuals were approaching the vehicle, raising suspicions of possible drug transactions.
Officers detained two individuals at the scene, including 20-year-old Jordan Fox, who was homeless and had an outstanding warrant for theft, along with previous arrests for robbery and theft. A search of the vehicle revealed fentanyl, drug paraphernalia, and other evidence indicating that Fox was involved in selling the drug. Fox was subsequently arrested and charged with possession of drugs for sale and possession of drug paraphernalia. She was sentenced to 113 days in jail and later released on supervised probation.
Following Fox’s arrest, the El Cajon Police Department’s Special Investigations Unit launched a broader investigation to identify the source of the fentanyl. Detectives identified 35-year-old Joshua Kavaney, a San Diego resident with a history of robbery, drug, and firearm offenses, as Fox’s supplier.
On September 10, detectives detained Kavaney, who was found in possession of an illegal credit card skimming device and drug paraphernalia. A search warrant executed at his residence on Murray Ridge Road led to the detention of 27-year-old Brittnee Gilmer.
During the search, detectives discovered approximately two ounces of fentanyl, multiple firearms including a ghost gun, a firearm silencer, a machine gun conversion switch, body armor, and a significant amount of cash. Agents from the Bureau of Alcohol, Tobacco, and Firearms assisted with identifying the firearms and illegal firearm accessories. Both Kavaney and Gilmer were arrested on multiple felony charges. Kavaney remains in custody on $500,000 bail, while Gilmer was booked and later released on bond.
The El Cajon Police Department collaborates with federal authorities to ensure those responsible for these crimes are brought to justice.
