Oceanside, CA–Oceanside police arrested a man in Mexico on suspicion of killing a 22-year-old woman riding in a moving vehicle on June 4 in Oceanside.

Detectives identified the suspect in the shooting as 25-year-old Vincente Huerta of Oceanside and issued a warrant for his arrest. 

On August 11, Huerta was arrested in Mexico and Oceanside detectives brought him into custody to be booked for the murder of Oceanside resident Chelsea Pacheco who was shot and killed while riding as a passenger in a vehicle, Oceanside Police Public Information Officer Jennifer Atenza said in a news release.

On June 4, at 11:44 a.m., officers responded to a medical aid at Bush Street and Archer Street. The reporting party advised their friend was having a panic attack and was having difficulty breathing. Officers arrived and located Pacheco who was not breathing. Officers provided medical aid until medics arrived and transported her to Tri-City Medical Center where she was pronounced dead. While at the scene, officers noticed the victim had actually sustained a single gunshot wound to her upper body. 

During an investigation, detectives learned that Pacheco and her male friends were driving in a vehicle and were involved in an argument with an unknown male pedestrian. As the vehicle drove off, the man shot at the vehicle. One round penetrated the rear of the vehicle and struck the woman. 

The investigation is ongoing.
