McKean steps into the position vacated by Taurino Valdovinos, who became Police Chief following the retirement of former Chief Kedrick Sadler on November 10.
“Captain McKean brings nearly 22 years of distinguished service, a strong work ethic, and an unwavering commitment to the Oceanside community. His dedication to the City of Oceanside and the Oceanside Police Department will undoubtedly serve him well in this critical leadership role,” stated the department in a news release.
Born in Detroit, Michigan, McKean began his lifetime of service in 1982, enlisting in the United States Marine Corps immediately after graduating high school. Over a distinguished 20-year military career, he rose to the rank of first sergeant before retiring with honor. While on active duty, McKean attended the Palomar Police Academy from July 2000 to September 2001. Upon graduation, he began his law enforcement career as a Level 1 Reserve Officer with the Oceanside Police Department. After retiring from the Marine Corps, McKean transitioned to a full-time position with the department in August 2003.
McKean holds a Bachelor of Science in Criminal Justice from Union Institute and University and a Master of Science in Law Enforcement and Public Safety Leadership from the University of San Diego. He is also a graduate of the FBI National Academy, Session #284.
Over the years, McKean has served in numerous roles within the Oceanside Police Department, including patrol, the Gang Suppression Unit, the Special Enforcement Section, and the North County Regional Gang Task Force. He has also held leadership positions as Detective Sergeant in the Property and Financial Crimes Unit, a member and supervisor of the Special Weapons and Tactics Team, and a Crisis Negotiator.
McKean was promoted to lieutenant in December 2020, a role he held until April 2023, when he was promoted to captain and assigned to lead the Investigations Division.
As Assistant Chief of Police, McKean brings a wealth of experience and dedication to his new leadership position, continuing his long-standing commitment to serving the Oceanside community.
