San Diego, CA–The San Diego County Board of Supervisors approved plans to build 121 affordable homes and a new health care facility on surplus County property in Logan Heights.
The project marks the first time the County’s surplus-land housing program has included replacing an aging health clinic on the same property.
The development will provide housing for seniors, families, people at risk of homelessness, veterans and former foster youth. The homes will be reserved for households earning up to 60% of the area median income.
The County conducted community outreach, including online engagement through Engage San Diego County, after declaring the property surplus. Residents emphasized the importance of maintaining uninterrupted access to health care at the site.
In response, the County issued a request for proposals in 2023 requiring developers to include a modern Federally Qualified Health Center as part of the project.
BRIDGE Housing Corporation was selected to develop the affordable housing, while San Ysidro Health will operate the new health care facility.
The homes will exceed state energy-efficiency standards and meet GreenPoint Silver certification. Planned amenities include a community garden, barbecue area and children’s play space.
San Ysidro Health will construct a 23,800-square-foot health care facility with a parking garage. The organization will continue serving patients at an adjacent parcel while construction is underway.
The health facility will meet LEED Silver green-building standards. Under the County’s agreement, the property must remain dedicated to health care for the full 99-year lease term.
The 99-year lease also requires the homes to remain affordable throughout the entire lease. The County will deposit initial rent payments into its Innovative Housing Trust Fund to help finance future affordable housing projects.
The Logan Heights property is one of 12 surplus County sites identified for affordable housing. Three developments have been completed, one is under construction, seven are expected to break ground within the next three years and one remains in the planning process.
Since 2017, the County has invested more than $330 million in affordable housing through initiatives including the use of surplus County land and loans from the Innovative Housing Trust Fund.
Those investments have helped create more than 3,900 new homes, with nearly 2,200 additional homes in the development pipeline.
