San Diego, CA–The San Diego County Board of Supervisors has approved the appointment of Damon Brown as county counsel following a national recruitment process, citing his extensive experience across federal, state and local government, as well as the private sector.
Brown is a trial attorney and policy executive with more than 20 years of experience overseeing complex litigation, regulatory enforcement and legal strategy in both public service and private practice. In his new role, he will lead the Office of County Counsel, which manages the County’s civil legal matters. The office provides legal advice and litigation support to the Board of Supervisors, County departments, officers, boards and commissions, represents the County in juvenile dependency cases, and administers public liability claims.
Recently, Brown served as a special assistant attorney general at the California Department of Justice, where he acted as chief legal and policy advisor to Attorney General Rob Bonta on issues including civil rights, education, labor, public safety and immigration. In that role, he helped guide statewide initiatives and multistate litigation that influenced national enforcement priorities.
He also played a key role in managing the Attorney General’s Office’s complex federal accountability litigation involving civil and voting rights and immigration, working closely with other state attorneys general, subject matter experts and community stakeholders.
Previously, Brown served as city attorney for Compton, where he oversaw the city’s legal operations. His private sector background includes senior leadership and partnership positions at law firms, representing public agencies and multinational corporations in complex employment litigation and labor compliance matters.
In addition to his legal career, Brown has a long record of civic engagement. He has served on the boards of the Los Angeles County Bar Association and the Constitutional Rights Foundation, and is a former president of both the John M. Langston Bar Association of Los Angeles and the California Association of Black Lawyers. He is also an adjunct professor at Loyola Law School, where he teaches constitutional law and state and local government and mentors law students.
Brown earned his law degree from Vanderbilt University Law School and holds bachelor’s degrees in African American Studies and Political Science from the University of California, Berkeley.
