County to prepare residents for changes to CalFresh, Medi-Cal benefits

San Diego, CA–County officials are urging residents who receive public assistance to prepare for a series of federal and state policy changes that will affect eligibility and participation requirements for CalFresh and Medi-Cal programs beginning this spring.

The first change will take effect April 1, with additional updates scheduled through early 2027. While most recipients are expected to remain eligible, county leaders emphasize the importance of staying informed and maintaining up-to-date contact information.

Residents currently enrolled in CalFresh or Medi-Cal are encouraged to log into their BenefitsCal accounts to verify that their mailing address, phone number, and email are current. County officials say this will ensure recipients receive timely notifications–via text message, phone calls, or mail–about any actions needed to maintain benefits.

Beginning this week, CalFresh recipients will receive text alerts outlining upcoming changes and available resources. The County plans to distribute information through multiple channels, including digital platforms, in-person assistance, and mailed notices.

Among the key changes:

April 1, 2026: Certain lawfully present noncitizens—including some asylees and refugees—will no longer qualify for CalFresh benefits. Officials advise affected individuals to review the full list of eligibility changes on the County’s website.

June 1, 2026: Some adult CalFresh recipients will be required to meet work requirements of at least 80 hours per month or participate in qualifying activities such as job training or volunteer work. Exemptions will apply to specific groups, including parents or caregivers of children under 14 and others who meet defined criteria.

January 1, 2027: Similar work or community engagement requirements will be introduced for certain Medi-Cal recipients.

County officials noted that for existing beneficiaries, the new rules will generally be applied at the time of their next eligibility renewal.

Support services, including food assistance, healthcare resources, and employment programs, are available through the 211 information network.

San Diego County administers benefits to nearly 400,000 CalFresh recipients and more than 800,000 Medi-Cal enrollees. Officials say the changes are part of broader efforts to align public assistance programs with updated federal and state guidelines while continuing to serve vulnerable populations.

Residents seeking more information are encouraged to visit the County’s website or contact local assistance offices.
