ENCINITAS–The City of Encinitas and the San Diego Association of Governments will host a virtual community meeting on Nov. 17 to provide information to the community about the Leucadia Streetscape and El Portal Undercrossing projects.
The City, in partnership with SANDAG, is starting construction in late 2020 on the El Portal Undercrossing project, a new pedestrian rail undercrossing at El Portal Street in the Leucadia community, and Phase 1 of the Leucadia Streetscape project, a series of coastal improvements to preserve and revitalize North Coast Highway 101. The Streetscape project’s El Portal roundabout provides the essential pedestrian connectivity component to the El Portal Undercrossing project.
Together, these projects will bring the community’s vision for the area to life by: enhancing mobility within the rail corridor, increasing accessibility to the coastline, adding parking and traffic calming measures in the project area, and preserving and revitalizing Coast Highway 101.
The city and SANDAG are hosting this meeting together since Leucadia Streetscape and El Portal are starting construction around the same time and in roughly the same project area.
Both projects are funded by the City of Encinitas. However, two different teams are managing construction. SANDAG will manage all construction activities and public outreach efforts associated with construction of El Portal. The city will manage all construction activities and public outreach efforts associated with construction of the Leucadia Streetscape.
At the meeting, city and SANDAG staff will share information about both projects, the construction schedules and how to stay updated throughout construction. There will also be an opportunity for community members to ask questions through the online engagement platform.
Following the meeting, a recorded version of the presentation will be posted online to both SANDAG and city project web pages.
In addition to the community meeting, the city and SANDAG will provide updates to the public throughout construction.
