VISTA–On February 21, 2017, California Highway Patrol border investigators was requested to initiate an investigation into an alleged sexual assault. 

The victim in the investigation was a 15-year-old female. The sexual assault allegedly occurred during the transportation by private ambulance from Tri-City Medical Center in Oceanside. 

CHP investigators identified the alleged suspect as 34-year-old David Alexander Carpio, an employee and medical care provider for the private ambulance company. Investigators determined the victim was sexually assaulted by Carpio while she was under his care. Investigators also learned that during the transportation of the victim, Carpio had requested her Snapchat information in an attempt to foster a relationship with the minor.

Over the course of several months a CHP investigator posed as the minor female victim and communicated with Carpio through social media and text messages. The investigator was able to gather damaging evidence against Carpio. In the subsequent months that followed, several additional female victims came forward with sexual assault allegations against Carpio.

The victims alleged that the sexual assaults occurred during a period of time that Carpio had been their neighbor. One of the victims was a 16-year-old female at the time the sexual assault took place.
