Carlsbad police arrest suspect in theft, fraud investigation

By Gina Yarbrough

Carlsbad, CA–Carlsbad Police Department detectives arrested a 36-year-old Oceanside resident in connection with a series of theft and fraud-related crimes following a months-long investigation.

Roger Hoover was taken into custody after investigators linked him to multiple burglaries, mail thefts, and identity theft incidents in Carlsbad. Detectives served a search warrant at Hoover’s Oceanside residence, where they recovered stolen credit cards, burglary tools, and other evidence tied to open Carlsbad Police cases.

Additionally, officers discovered a large amount of stolen mail believed to belong to victims throughout San Diego County.

Based on the evidence and the number of victims identified, Hoover was booked into the Vista Detention Facility on 23 felony and three misdemeanor charges, including identity theft, burglary, and vandalism.

The investigation is ongoing in partnership with the San Diego County District Attorney’s Office. Carlsbad detectives are continuing efforts to identify additional victims and are coordinating with regional law enforcement agencies to support related investigations.
