The board is considering prohibiting the consumption of alcoholic beverages and the possession of open containers of alcoholic beverages on the Coaster at all times, and is seeking public comment. Currently, alcohol consumption is allowed on the Coaster until 9 p.m. The board is considering the modifications to NCTD Ordinances 2 and 3 to enhance the security and safety of all passengers and crew on board the Coaster.
The board is also seeking public comment on policy changes related to Title VI of the Civil Rights Act. The proposed Title VI policies are required by the Federal Transit Administration to help transit agencies avoid, minimize, or mitigate disproportionately high and adverse impacts on minority and low income populations. The three policies address what qualifies as a major service change, what analyses must be done prior to the implementation of a major service change, and what constitutes a disproportionate burden or disparate impact on low income and minority populations.
