ESCONDIDO–Escondido police is seeking the public’s help to find a sex offender who failed to register with state parole agents.
On August 30, Paul Franklin Castro, 53, of Escondido was released from prison. Due to Castro’s prior sexual assault conviction, he was required to register with Escondido Police Department as a sex registrant. Castro was also required to report to State Parole so that he could be fitted with a GPS device. Castro did report to the Escondido Police and registered as a “Transient”, meaning he has no permanent address and is required to report to the police department every 30 days. However, he did not report to parole for the fitting of the required GPS device. Accordingly, Castro currently has an active Felony Parole Warrant for a parole violation (failing to report to parole for a GPS devise).
Castro is 5 feet 9 inches tall, 220 pounds with black hair and brown eyes, tattoos on his neck and both of his arms. A tattoo on his inscribed on his chest “Ladys Loves Outlaws,” and on his calf “Red By Nature, Proud By Choice.”
Castro is known to frequent motels near Mission Avenue and Quince Street. He also frequents Valley Center casinos, Carter said.
