OCEANSIDE–A 48 year-old woman reported missing Tuesday while walking her dog in the 100 block of Loma Alta has been found safe in Carlsbad.
Oceanside police says Dawn Offerman, who suffers from diminished mental capacity, was found uninjured in a Carlsbad neighborhood.
