Escondido Appoints Two Police Captains

ESCONDIDO–Two Escondido police officers were promoted to captain earlier this month, Escondido City Manager Clay Phillips says.

On March 3, Police Lieutenants Craig Carter and Michael Loarie were promoted to the position of police captain.

“We are fortunate to have the in-house talent that allows us to promote from within. Both Craig and Mike will bring outstanding leadership, interpersonal and technical skills to the Police Department’s executive management team,” said Phillips

Carter has worked for the Escondido Police Department since 1992 when he was hired as a police officer trainee after previously serving as a reserve police officer. He has risen through the ranks serving as police officer until he was promoted to sergeant in 1998.   In January 2005 he was promoted to lieutenant.  He holds a Bachelor’s Degree in Criminal Justice from Bellevue University.

Loarie began his career with the Escondido Police Department in May 1989 as a police officer, previously serving as a Los Angeles County Sherriff’s deputy. He was promoted to sergeant in 1997 and then lieutenant in January 2005.   He holds a Master’s Degree in Executive Leadership/Business Administration from the University of San Diego, as well as a Bachelor’s Degree in Leadership/Management from Azusa Pacific University.

A badge pinning ceremony will take place at the March 20 city council meeting at 4:30 p.m.
